Amendment II
“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
This means that each state may have their own well regulated army to protect itself. This army is called the “National Guard” and the federal government may NOT prevent states from possessing their own army.
To be “Well regulated” you must at least know who is in the organization and members must follow the established rules. If they don’t, then they are expelled from the organization and lose their ability to keep and bear arms.
I assume that “Well regulated” would also include training in the handling of arms, other organizational skills and abled to be called up as necessary for the security of that state.
In earlier times states could and did remove arms from irresponsible people in order to secure the public safety. Public safety and security is the first responsibility of any government, thus states should not allow criminal, dangerous, irresponsible or immature people to possess firearms. Terms like “criminal, dangerous, irresponsible, or immature” are NOT mentioned in the 2nd Amendment so does that mean that they MUST be allowed to possess firearms?
